According to the Akta Lembaga Pembangunan Industri Pembinaan Malaysia (Act 520) Act 1994, a construction personnel must registered with the Lembaga and holds a valid certificate of registration issued by the Lembaga. Non-compliance can lead to penalties.
It is mandatory for all contractors whether local or foreign to register with the Malaysian Construction Industry Development Board (LPIPM) or CIDB under Section 25 of Act 520 (Amendment 2011) before undertaking and completing any construction work in Malaysia.
Effective from July 20, 1995, all contractors, whether local or foreign, are required to register with the Malaysian Construction Industry Development Board (CIDB) under Section 25 of Act 520 (Amendment 2011) before initiating or completing any construction projects in Malaysia, except those which are exempted under Section 40(1) of the Malaysian Construction Industry Development Board Act 1994 (Act 520).
For your information, contractors who violate Section 25, upon conviction, can face fines ranging from a minimum of RM10,000 to a maximum of RM100,000 under Section 29.

From 20 July 1995, it is mandatory for all contractors whether local or foreign to register with the Malaysian Construction Industry Development Board (LPIPM) or CIDB under Section 25 of Act 520 (Amendment 2011).
